Cook ground beef over medium heat, breaking it into small crumbles. Drain excess fat, then stir in onion powder, salt, and black pepper to evenly season.

In a large bowl, mix cooked beef, bread crumbs, eggs, flour, and half of the shredded cheddar cheese until thick and slightly sticky.

Spoon beef mixture halfway up sides of each greased ramekin. Press gently to create a well in the center, add a spoonful of remaining cheddar cheese, then top with beef mixture to seal. Smooth the tops.

Place ramekins in oven and bake for 20 to 25 minutes until edges are golden brown and centers are soft and puffed, ensuring cheese inside is melted and gooey.

Remove from oven and let rest for a few minutes. Carefully run a knife around edges, invert cakes onto plates, and drizzle with ketchup and mustard.
